The best for a little girl would be "Chère catin". It means "Dear doll" and is the common phrase to refer to baby girls.

Why not try "Cher BeBe Doux." = "Dear Sweet Baby." Or, "Mon Cher Petite Bijou" = "My Dear Little Jewel."/"My Dear Little Kiss."
